Naruto is one of the most popular names in anime industry. The tale of a gutsy ninja who never gives up on his word, dream, friends and pretty much everything. Well after all he is the main character of this show. The mganka Mashashi Kishimoto tried to portray himself in the main character, who was never too cool, smart or charismatic. But, he also wanted his main character to have the most important thing- "the guts to never give up".
Naruto uzumaki is a spoiled kid of the konoha village who grew up as an orphan as his parents died the day the 9 tail Demon fox attacked the hidden leaf village. The Fourth Hokage sealed the Nine Tail Deamon fox in side newborn baby Naruto and died protecting the village as he was the head of the konoha village.
There are quite a few strong shinobis in terms of power out there. We shall now try to name 20 of the very best/ strongest or mightiest ninjas. Keep in mind that 'Opinion varries'

Gaara of the sand village is the 5th Kazekage and the 1 tail jinchuuriki. Gaara's late father the 4th Kazekage sealed the 1 tail beast inside Gaara and made him the jinchuuriki. Gaara is undoubtedly one of the strongest ninja out there as we can see his contribution during the fourth great ninja war.
He was even able to bring forth Madara Uchiha from his Susano. Also, in the very beginning of the Naruto series Gaara was feared by all the Gennin. He also managed to reached the final stage of the chunin exam without a single scratch.

This unique rap-master can control 8 sword at the same time and attack his opponent. Later he managed to have the legendary sword Samehada after kisame died.
During the 4th great ninja war, he had immense contribution.

It was said that Itachi gained wisdom at a very early age. Trying to stop the endless hatred and between the clans and suffering from the great pain himself, Itachi decided to confront that hatred sacrificing himself and his clan. But, that's not the point here.
Itachi was very good at taijutsu and ninjutsu from the very early age. And for the genjutsu, you should have heard his name, i bate. Even if you are not a big fan of Naruto anime, somehow or somewhere you must have heard about the 'one look mane'. Yes, he only needed one mere look to his eyes to cast his powerful genjutsu. Even Kakashi the copy ninja get caught by it in their first encounter. The powerful genjutsu that he used is named as Tsukuyomi. He used the black flame too that was originally the flame control of tsukuyomi.
One of the strongest weapon that he had in his arsenal was his susano.

He was also a student of the legendary sannin Jiraiya himself.

Jiraiya- the great sage of the mount myoboku. After the God of shinobi Hagoromo otsutski trained in mount myoboku Jiraiya is the first shinobi to go there. He had a large number of jutsus in his arsenal. Even Itachi himself said that if he and kisame had to fight jiraiya, the best case scenario would be, they both got killed.
Nagato who was jiraiya's student once said, Jiraiya would be able to kill all the six pain if he knew his identity on the first hand.
Jiraiya trained 2 great Hokage Minato namikaze and Naruto Uzumaki and refused to be hokage himself.

After becoming the Hokage Hiruzen sarutobi maintained peace among all the villages for a long time. He was also known as the professor as he knew all and every jutsu of the hidden leaf village.
Hiruzen sarutobi had a huge chakra reserve. With that much chakra reserve, he could fight and win against almost anyone in his lifetime. He could use all the 5 chakra elements. He trained the legendary 3 sannin.

Hashirama Senju was also known as the God of shinobis, who could fight several days on the battlefield. Hashirama has the unique kekke genkai of wood stile. Hashirama also had the unique physical ability to regenerate and heal himself. The first hokage had such an immense amount of chakra storage that, when Naruto was sharing his chakra with all the shinobis, he acknowledged the 9 tail's chakra amount was almost as his own. Hashirama also could fight the full 9tail and Madara at the same tim.

Minato was the student of the legendary sannin Jiraiya. His signature move was the teleportation jutsu Flying rijin/ Flying thunder god which was also known as Hiraishin. Minato was very fast at his raw speed too. People often mistook his raw speed with the teleportation jutsu.

Kakashi hatake the son of the white fang is one of the most well known characters in the world of anime. Kakashi is the mentor of Naruto, Sasuke and Sakura. He was the student of the 4th Hokage and kakashi himself became the 6th Hokage later.
Kakashi unlocked a fullbody susano with wings at the first try after he got both of the sharingan from Obito uchiha. Then kakashi used couple of different jutsus that he just created on that instant.
With Kamui-Shuriken he absorbed all the hands of the Giant Rabbit goddes. Then he cut down one of the hands of Kaguya Otsutski using his Kamui Raikiri. So, we can say that after getting the sharingan he almost became invincible.

Sasuke Uchiha was the reincarnation of Indra Otsutski himself. Sasuke gained eternal mangekyu sharingan after killing his brother. And later on, when he got six paths power. he unlocked 6 tomoe rinnegan.
Sasuke could easily use all the six paths jutsus and also could teleport at a short distance. With his sharingan he could instantly copy any kind of taijutsu. He also used the INDRA'S ARROW in the final battle against Naruto.

Madara Uchiha unlocked the Rinnegan with the help of Hashirama's cell. Madara Uchiha was also able to use wood style. He also used Hashirama's sage jutsu as well.
Later Madara became 10 tail's Jinjhuriki. Withe the Truth Seeking Balls, he almost became invincible.
2) Hagoromo Otsutsuki & Hamura Otsutsuki:

Hagoromo and Hamura were the two to seal away their mother Kaguya otsutsuki. Hagoromo was called the God of shinobis for a reason. Hagoromo was the first to unlock the rinnegan. He was the first sage too. He trained in the mount Myoboku and became this strong.
After sealing their mother, Hamura went to the moon to look after the Gedo statue and Hagoromo looked after all the tailed beasts. Even after death, Hagoromo otsutsuki traveled to the 4th ninja world and gave Naruto, Sasuke and kakashi some his chakra and gave the sealing power to seal Kaguya one more time.
1) Kaguya Otsutsuki:
The mother- the rabbit goddess, is undoubtedly the most powerful of all. There is no question about it. She herself ate the chakra fruit after-all. Kaguya didn't have to wave any hand sign. All the chakra that shinobi's are using today belonged to her once upon a time. He gave birth to Hagoromo and Hamura and divided her chakra with them. She is the
strongest Naruto character till now.
